      <title>Why does a solar quote start at my panel?</title>

      <description>Your main service panel decides more about a residential solar design than the roof does. Here is what we check first, and what it means for your quote.</description>
      <content:encoded><![CDATA[<p>Because the panel decides what is possible and the roof only decides what is convenient. A main service panel has a fixed busbar rating, a main breaker, a finite number of spaces, and a condition. Those four things set the ceiling on array size, on whether a battery can back up the whole house, and on how much of the work happens in your basement instead of on your roof. A salesperson who talks about modules for forty minutes and never opens the deadfront is quoting a design that has not been checked yet.</p>
<h2 id="the-panel-is-the-constraint-the-roof-is-the-variable">The panel is the constraint, the roof is the variable</h2>
<p>Roof problems have answers. A dormer shades the south plane, so the array moves to the west plane and loses a little production. The rafters are undersized, so the racking layout changes. Shingles are at end of life, so the roof gets done first and our sister company <a href="https://allinonebuilding-llc.com" target="_blank" rel="noopener">All In One Building LLC</a> handles that side of it. None of that stops a project.</p>
<p>Panel problems are different. If the busbar cannot legally accept another breaker, no amount of roof space helps you. The design either changes how it connects, or the service gets rebuilt. That decision changes the permit, the utility paperwork, the crew size, the outage, and the schedule. It is the single biggest fork in a residential design, and it is decided in about ten minutes with a screwdriver and a camera.</p>
<p>That is why our site visits start at the meter and work inward. Meter socket, service entrance conductors, main disconnect, panel label, deadfront off, photograph everything, then go look at the roof.</p>
<h2 id="what-we-are-actually-reading-on-your-deadfront">What we are actually reading on your deadfront</h2>
<p>Five things, in this order.</p>
<p><strong>Service rating.</strong> What the utility brought to the house. Older Pike County houses, especially the ones that started as seasonal cabins in Dingman Township and Lackawaxen and grew, often still run on a smaller service than the current load suggests. That is not automatically a problem. It is the first number on the sheet.</p>
<p><strong>Busbar rating.</strong> The stamped rating of the copper or aluminum bar the breakers clip onto. This is the number most homeowners have never heard of and the one that most often controls the design. It is printed on the panel label, and it is not always the same as the main breaker.</p>
<p><strong>Main breaker size.</strong> The relationship between the main breaker and the busbar rating is what a plan reviewer looks at when a solar or battery breaker gets added to the panel. Sometimes there is headroom already. Sometimes the main breaker can be changed to create headroom, which is cheaper and faster than a full service change and is worth checking before anyone proposes a rebuild.</p>
<p><strong>Physical space.</strong> Two adjacent full-size spaces at the correct end of the bus, or the room to make them. Tandem breakers, a panel already packed with AFCI devices, or a subpanel feed sitting where the solar breaker needs to go all change the answer.</p>
<p><strong>Condition and make.</strong> Rust streaks under the meter, water staining on the interior, double-tapped lugs, scorching, aluminum branch wiring, or a label that reads Federal Pacific Stab-Lok or Zinsco. We do not land new solar or battery breakers in those panels. That is our own rule, not a code citation, and we will say it to your face rather than bury it in a change order later.</p>

<h2 id="four-ways-to-connect-and-what-each-one-costs-you-in-disruption">Four ways to connect, and what each one costs you in disruption</h2>
<p>When the panel has room, this section is boring and we take the boring option. When it does not, these are the honest choices. No dollars here on purpose. Pricing depends on the service, the meter location, the utility, and the municipality, and a number in a blog post is a number somebody will hold us to on the wrong house.</p>

<p>The other thing worth saying plainly: a panel upgrade is not a solar upsell. It is electrical work that the house may have needed anyway, and it is the same work we would do for a homeowner adding a heat pump or a hot tub. If it is not necessary, we would rather not sell it, because it adds a permit and an inspection to a job that could have been simpler. <h2 id="batteries-push-harder-on-the-panel-than-modules-do">Batteries push harder on the panel than modules do</h2>
<p>An array only needs a place to land. A battery needs a plan for what stays alive when the utility is out, and that plan has to be built out of your existing circuits.</p>
<p>There are two shapes it usually takes. A <strong>backup loads panel</strong> is a second, smaller panel that holds the circuits you chose, fed through the inverter. Well pump, furnace or air handler, refrigerator, a lighting circuit, the outlets you actually use. Everything else stays on the main panel and goes dark with the grid. The other shape is <strong>whole-home backup</strong>, where the entire main panel sits downstream of the transfer path. It is cleaner to live with and it demands more of the service, the inverter, and sometimes the panel itself.</p>
<p>Which one is right depends on the house, not on the brochure. A house in Bushkill on a well with an oil-fired boiler has different backup needs than an all-electric house in Milford Borough. We size the equipment around the loads you say you cannot lose, then check whether the panel supports that choice. If it does not, that is the conversation, and we have it before you sign anything.</p>
<p>Equipment we work with here includes Sol-Ark, EG4, Generac, SolarEdge, SMA, Sungrow, SunPower and APsmart. Solar Bear does not service Tesla systems. <h2 id="the-code-and-permit-side-and-who-actually-decides">The code and permit side, and who actually decides</h2>
<p>Two honest statements. First, the rules that govern how a solar or battery breaker connects to your panel come from the National Electrical Code, which <a href="https://www.pacodeandbulletin.gov/Display/pacode?file=%2Fsecure%2Fpacode%2Fdata%2F034%2Fchapter401%2Fs401.1.html" target="_blank" rel="noopener">Pennsylvania&#x27;s Uniform Construction Code regulations define as NFPA 70</a>. Second, which edition applies to your job is not a fixed answer. Pennsylvania adopts model codes by reference through <a href="https://www.pacodeandbulletin.gov/Display/pacode?file=%2Fsecure%2Fpacode%2Fdata%2F034%2Fchapter403%2Fs403.21.html" target="_blank" rel="noopener">34 Pa. Code section 403.21</a>, and that section was most recently amended on November 7, 2025 with an effective date of January 1, 2026. The <a href="https://www.pa.gov/agencies/dli/programs-services/labor-management-relations/bureau-of-occupational-and-industrial-safety/uniform-construction-code-home" target="_blank" rel="noopener">Department of Labor and Industry&#x27;s Uniform Construction Code page</a> is where the state posts the adoption details and the transition provisions that follow a code update.</p>
<p>On top of that, municipalities are not identical. Under <a href="https://www.pacodeandbulletin.gov/Display/pacode?file=%2Fsecure%2Fpacode%2Fdata%2F034%2Fchapter403%2Fs403.102.html" target="_blank" rel="noopener">34 Pa. Code section 403.102</a>, a municipality that elects to enforce the Uniform Construction Code may enact an ordinance with standards that equal or exceed it, subject to Department review and approval. In practice that means the township or borough office reviewing your permit, or the third-party agency it uses, is the authority that answers code questions about your house. We ask them. We do not guess, and we would rather tell you &quot;we will confirm that with the code office&quot; than publish a review time or a fee here that turns out to be wrong on your street.</p>
<p>Interconnection is a separate track from the building permit, and it runs on the utility&#x27;s clock. PPL Electric Utilities, Met-Ed, Orange and Rockland, Central Hudson, NYSEG, Sussex Rural Electric Cooperative, JCP&amp;L and PSE&amp;G all show up in this footprint, and which one serves you is decided by your address, not by your town. <h2 id="who-this-is-not-right-for">Who this is not right for</h2>
<p>Not every panel conversation ends with work, and some of these projects should not happen at all.</p>
<ul><li><strong>You upgraded the service recently and the panel is clean.</strong> If the label shows headroom and there are open spaces at the right end of the bus, stop reading about panel upgrades. You do not need one.</li><li><strong>You are selling the house inside a year.</strong> A service upgrade plus an array plus an interconnection is a lot of moving parts to hand to a buyer mid-process. Have the conversation after the sale, or have it about the roof instead.</li><li><strong>You rent, or the meter is not in your name.</strong> Interconnection agreements are signed by the account holder. If that is not you, the project starts with the owner, not with us.</li><li><strong>The house has a load problem, not a supply problem.</strong> Sometimes the right first move is fixing a failing well pump circuit or an oversized resistance heat load. A larger service does not repair bad circuits, it just feeds them.</li><li><strong>You want backup for one thing and one thing only.</strong> If the whole goal is keeping a single well pump running through an outage, say that out loud early. The panel work for a narrow backup scope is much smaller than for whole-home, and you should not pay for the larger version by accident.</li><li><strong>The panel is the third problem, not the first.</strong> Water in the enclosure, a failing roof over the electrical room, or a service mast pulling away from the wall gets handled before anyone talks about modules.</li></ul>
<h2 id="what-to-send-before-we-come-out">What to send before we come out</h2>
<p>You can shorten the site visit and get a straighter answer by sending three things.</p>
<ol><li>A clear, in-focus photo of the panel label, the one listing the busbar rating and the panel type.</li><li>A photo of the panel with the deadfront cover off, if you are comfortable removing it, or with the door open if you are not. Do not touch anything inside.</li><li>Your service address and the name of the company that bills you for electricity.</li></ol>

      <title>The 30 Percent Solar Tax Credit Is Gone</title>

      <description>The residential credit ended December 31, 2025. Here is what genuinely remains for homeowners in Pennsylvania, New York and New Jersey, with sources.</description>
      <content:encoded><![CDATA[<p>There is no federal credit for a solar system you buy for your own home in 2026. The Residential Clean Energy Credit under Section 25D expired for property placed in service after December 31, 2025, and the IRS says so in a single sentence. What is left is entirely state and utility level: net metering and production credits in Pennsylvania, a state income tax credit and a sales tax exemption in New York, and the SuSI incentive plus two exemptions in New Jersey. Here is the honest accounting for a homeowner in Milford, Port Jervis or Sussex County.</p>
<h2 id="what-changed-and-the-sentence-that-settles-it">What changed, and the sentence that settles it</h2>
<p>Section 25D covered qualified clean energy property installed at a home from 2022 through the end of 2025: solar electric, solar water heating, geothermal, wind, fuel cells, and from 2023 onward, battery storage. It is over. The IRS states it plainly on <a href="https://www.irs.gov/credits-deductions/residential-clean-energy-credit" target="_blank" rel="noopener">its own page for the Residential Clean Energy Credit</a>:</p>
<blockquote><p>The credit is not available for any property placed in service after December 31, 2025.</p><cite>Internal Revenue Service</cite></blockquote>
<p>The repeal came through the One Big Beautiful Bill Act, signed July 4, 2025. Under the Inflation Reduction Act the credit had been scheduled to hold its full rate through 2032 and then step down in 2033 and 2034. It ended roughly seven years early instead.</p>
<p>The operative phrase is <strong>placed in service</strong>. Not signed, not permitted, not installed on the roof. A system energized in 2026 does not qualify no matter when the contract was dated.</p>
<p>That is the entire federal picture for a homeowner buying their own system. Everything else worth knowing happens at the state line.</p>
<h2 id="pennsylvania-what-is-still-real">Pennsylvania: what is still real</h2>
<p><strong>Net metering is the main event.</strong> Pennsylvania keeps retail-rate net metering for residential customer-generators under the Alternative Energy Portfolio Standards Act. The meter runs both directions, credits carry from month to month, and at the annual true-up the utility compensates any remaining unused kilowatt-hours at its price-to-compare rate. That structure lives in <a href="https://www.pacodeandbulletin.gov/Display/pacode?file=/secure/pacode/data/052/chapter75/s75.13.html" target="_blank" rel="noopener">52 Pa. Code section 75.13</a>.</p>
<p>For a house in Milford Borough, Dingman Township or anywhere else in Pike County, the utility on the other side of that arrangement is PPL. Move west or south in our service area and it becomes Met-Ed. Which one you are on is decided by your address, not your township, and it changes both the interconnection process and the value of what you send back. We walk through that sequence in <a href="https://solarbearenergy.com/blog/solar-permit-interconnection-timeline-pa-ny-nj">what happens between signing and switch-on</a>.</p>
<p><strong>Alternative energy credits, which most people call SRECs.</strong> Every megawatt-hour your system produces earns one credit, sold into Pennsylvania&#x27;s AEPS compliance market. They are real, and on a well-sited array they are a genuine part of the value.</p>
<p>They are also a commodity, and the price moves. Market analysis from <a href="https://www.poweradvisoryllc.com/reports/pennsylvania-net-metering-a-favorable-value-stack-emerges-following-ppl-proposed-settlement-and-firstenergy-filing" target="_blank" rel="noopener">Power Advisory</a> describes Pennsylvania REC prices trending down from the thirties in recent years into the low-to-mid twenties per credit, with forward markets pointing to that range holding for several more years. The Public Utility Commission&#x27;s own reported weighted average price for solar AECs was 37.03 dollars per credit in the 2023/2024 reporting year and 33.20 dollars in 2024/2025 - a real drop across a single year. Different measures of different things, which is the point: this is a market, not an entitlement. If a proposal shows AEC income as a smooth fixed line for twenty-five years, ask what price was assumed.</p>

<h2 id="the-local-wrinkle-who-owns-your-pennsylvania-aecs">The local wrinkle: who owns your Pennsylvania AECs</h2>
<p>This is the part almost nobody writing about 2026 incentives followed all the way to the end, and it matters most to the customers closest to our office.</p>
<p>On October 24, 2025, PPL filed a distribution rate case with the Pennsylvania Public Utility Commission at docket R-2025-3057164. Inside it was a proposed tariff change that would have automatically transferred ownership of alternative energy credits from net-metered customers to PPL, replacing an arrangement under which PPL takes title only when a customer expressly rejects it after being told what the credits are worth. Eckert Seamans laid the issue out in <a href="https://www.eckertseamans.com/stay-informed/blogs/energy-utilities/will-ppls-net-metering-customers-lose-ownership-of-their-alternative-energy-credits" target="_blank" rel="noopener">a piece asking whether PPL&#x27;s net metering customers will lose ownership of their alternative energy credits</a>.</p>
<p>That question has been answered. A joint settlement filed in March 2026 was <a href="https://www.puc.pa.gov/press-release/2026/puc-issues-decision-in-ppl-electric-rate-proceeding-06042026" target="_blank" rel="noopener">approved by the Commission on June 4, 2026</a>, with new rates effective July 1, 2026, and the AEC transfer did not survive it. Under the approved settlement the credits remain the property of the system owner, and the settlement set a ten-year grandfathering period for a block of existing capacity. Power Advisory&#x27;s <a href="https://www.poweradvisoryllc.com/reports/pennsylvania-net-metering-a-favorable-value-stack-emerges-following-ppl-proposed-settlement-and-firstenergy-filing" target="_blank" rel="noopener">review of the approved settlement</a> walks through the result.</p>
<p>A separate piece of that settlement reclassifies larger customer-generators, those importing or exporting more than 100 kW, onto hourly PJM pricing. A residential rooftop system, capped at 50 kW under Pennsylvania&#x27;s net metering rule, sits well below that line. FirstEnergy, which owns Met-Ed, has filed its own default service plan with a shorter grandfathering window, and that one is still being contested.</p>
<p>What this means for a Pike County homeowner is concrete: the answer today is favorable, and it is still worth having on paper. Ask any contractor quoting you to state in writing that the AECs in their proposal belong to you, and ask which tariff will be in effect when your system energizes.</p>
<h2 id="pennsylvania-what-does-not-exist">Pennsylvania: what does not exist</h2>
<p>Two programs come up in nearly every Pennsylvania conversation we have. Neither is available.</p>
<p><strong>Solar for All is not operational.</strong> The Pennsylvania Energy Development Authority was awarded federal Solar for All money in April 2024. The legislature never authorized spending it, and EPA subsequently moved to terminate the awards nationally. <a href="https://www.pa.gov/agencies/dep/programs-and-services/energy-programs-office/financial-options/energy-accelerator-program/solar-for-all" target="_blank" rel="noopener">DEP&#x27;s own page</a> is blunt: the program is not operational at this time, and DEP goes further, warning that homeowners should disregard communications from any solar installers claiming to be active partners in it. <a href="https://www.alleghenyfront.org/pennsylvania-epa-solar-for-all-cancelled/" target="_blank" rel="noopener">The Allegheny Front reported on the cancellation</a> and how it got here.</p>
<p>When a state agency has to publish a warning about contractors invoking its own program, that tells you what the sales environment looks like right now.</p>
<p><strong>Penn Energy Savers has not launched.</strong> Pennsylvania&#x27;s share of the federal home energy rebate money, which covers efficiency and electrification rather than solar, is still not open to consumers. DEP said in May 2026 it was awaiting federal approval, and the Department of Energy issued new guidance on June 1, 2026 that DEP is now working through. <a href="https://www.pa.gov/agencies/dep/residents/saving-energy/inflation-reduction-act" target="_blank" rel="noopener">DEP&#x27;s rebate page</a> is the place to watch. If you are weighing a heat pump as part of a <a href="https://solarbearenergy.com/services.html">whole home upgrade</a>, plan as though these rebates do not exist, because today they do not.</p>
<h2 id="new-york-the-credit-that-survived-and-it-is-the-best-one-left">New York: the credit that survived, and it is the best one left</h2>
<p>If your house is in Sullivan or Orange County, you have the strongest remaining incentive in our service area.</p>
<p>New York&#x27;s Solar Energy System Equipment Credit, under Tax Law section 606(g-1), is alive: 25 percent of your qualified solar energy system equipment expenditures, limited to a statutory cap of 5,000 dollars, for equipment installed and used at your principal residence in New York State. The details that matter, all from the <a href="https://www.tax.ny.gov/pdf/current_forms/it/it255i.pdf" target="_blank" rel="noopener">instructions for Form IT-255</a>:</p>
<ul><li><strong>Non-refundable, but it carries forward.</strong> No refund for an unused portion, but you can carry it forward up to five years, after which any remainder expires.</li><li><strong>It reaches leases and PPAs.</strong> This surprises people. A written lease or power purchase agreement spanning at least ten years qualifies, and for agreements running longer than fifteen years, no credit is allowed after the fifteenth year.</li><li><strong>Grant-funded amounts are excluded.</strong> Expenditures paid with nontaxable federal, state or local grants do not count.</li><li><strong>Net metering is a condition.</strong> The system must be connected to the utility&#x27;s transmission and distribution facility, and you must enter a net energy metering contract or comply with the utility&#x27;s net metering schedule.</li></ul>
<p>One timing caveat: the current published instructions are the 2025 tax year version. Confirm the 2026 form with your tax preparer when New York releases it.</p>
<p>Residential solar equipment and installation are also exempt from the 4 percent New York State sales tax and the 3/8 percent Metropolitan Commuter Transportation District tax. Local treatment varies by jurisdiction, which is why the state publishes a separate rate table in Publication 718-S, and the exemption is claimed with Form ST-121, which your installer normally handles at purchase. <a href="https://www.tax.ny.gov/pubs_and_bulls/tg_bulletins/st/solar_energy_equipment.htm" target="_blank" rel="noopener">The state&#x27;s tax bulletin</a> has the specifics. Real Property Tax Law section 487 exempts the added assessed value for fifteen years, but municipalities may opt out, so ask your assessor before assuming it applies.</p>
<h2 id="new-york-the-part-being-reported-wrong">New York: the part being reported wrong</h2>
<p>NY-Sun&#x27;s Megawatt Block program is where most of the inaccurate content sits, because blocks close and articles do not get updated.</p>
<p>Standard-income residential incentives are closed. In the Con Edison region the residential block closed on May 29, 2025. In the Upstate region it closed on December 17, 2025. If a proposal shows you a NYSERDA per-watt rebate as a standard-income homeowner, that number needs checking against the live dashboard before you believe it.</p>
<p>What remains is the Affordable Solar residential incentive, a per-watt incentive for income-qualified households, which NYSERDA currently lists at 0.80 dollars per watt in the Upstate region. Read the utility restrictions carefully, because they attach to individual blocks and not to the program: the standard-income Upstate Residential Block 14 is limited to NYSEG, RG&amp;E and National Grid service territories, and that limit is on that block. In our part of New York an address may be served by NYSEG, Orange &amp; Rockland or Central Hudson depending on where the line runs, so check the <a href="https://www.nyserda.ny.gov/All-Programs/NY-Sun/Contractors/Dashboards-and-incentives/Upstate-Dashboard" target="_blank" rel="noopener">NYSERDA Upstate dashboard</a> for your own utility and the block you would actually land in, rather than trusting any summary, including this one, more than a month old.</p>
<h2 id="new-jersey-what-is-still-real">New Jersey: what is still real</h2>
<p><strong>The SuSI program&#x27;s SREC-II incentive continues.</strong> Under the Administratively Determined Incentive track, a qualifying residential net-metered system earns a fixed per-megawatt-hour payment for fifteen years, with the rate locked at registration. That rate is set administratively and steps down by block. It stepped down again in March 2026, and the Board of Public Utilities opened new Energy Year 2027 capacity for the net-metered segments on June 1, 2026. We are deliberately not printing a rate here, because whichever number we print will be wrong by the time some readers find this page. Confirm the current block rate at <a href="https://www.cleanenergy.nj.gov" target="_blank" rel="noopener">the New Jersey Clean Energy Program</a> before anyone registers your system.</p>
<p><strong>Full retail net metering.</strong> New Jersey maintains one-to-one net metering for residential customers, which is the backbone of the value on most north Jersey roofs.</p>
<p><strong>Sales tax exemption.</strong> Solar energy equipment is exempt, claimed with an Exempt Use Certificate, Form ST-4, at the point of purchase.</p>
<p><strong>Property tax exemption, with a trap in it.</strong> New Jersey exempts the added assessed value of a renewable energy system, but it is not automatic. You have to file Form CRES, the Application for Certification of Renewable Energy Systems, with your municipal tax assessor, signed by the property owner, the installer, the construction official and the assessor. It takes effect for the tax year following certification. <a href="https://www.nj.gov/treasury/taxation/pdf/lpt/renewable_energy.pdf" target="_blank" rel="noopener">The Division of Taxation&#x27;s summary</a> explains it. We have seen homeowners assume this happened by itself and lose a year.</p>
<h2 id="new-jersey-what-does-not-exist-yet">New Jersey: what does not exist yet</h2>
<p>The residential battery storage incentive is not open. Phase 1 of the Garden State Energy Storage Program has been awarded, but Phase 2, the phase that would cover behind-the-meter residential storage, has no published rules and no established incentive amount as of mid-2026. Figures for a New Jersey home battery rebate are circulating on solar marketing blogs. They are not from the Board of Public Utilities.</p>

<p>Every Yes above carries conditions. New York&#x27;s property tax exemption depends on your municipality, and New Jersey&#x27;s requires you to file for it. Read the sections above before using this table for anything.</p>

<h2 id="if-someone-else-owns-the-system-leases-and-ppas">If someone else owns the system: leases and PPAs</h2>
<p>We sell systems you own, and we will also model a third-party option and put both in front of you. Our <a href="https://solarbearenergy.com/ownership-vs-ppa.html">ownership versus PPA comparison</a> goes through that decision in detail.</p>
<p>What changed federally is worth stating precisely, because this is where the most misleading sales language now lives. In third-party ownership the company that owns the equipment is the taxpayer. Any credit it claims is a business credit under Section 48E, and that is its tax position, not yours. You never personally receive a residential credit through a lease or PPA, and you did not before 2026 either.</p>
<p>That business credit has its own clock. Under current safe-harbor rules, projects beginning construction after July 4, 2026 must generally be placed in service by December 31, 2027 to qualify, with earlier begin-construction dates carrying longer windows. The Tax Adviser&#x27;s walkthrough of <a href="https://www.thetaxadviser.com/issues/2026/feb/navigating-safe-harbor-rules-for-solar-and-wind-sec-48e-facilities/" target="_blank" rel="noopener">the safe-harbor rules for Section 48E facilities</a> covers the mechanics. The practical consequence for a homeowner is simple: a third-party provider&#x27;s own deadlines may be driving how hard they are pushing you.</p>
<p>One New York point in the other direction. Because the state credit reaches leases and PPAs of at least ten years, a New York homeowner in third-party ownership may still have a state credit position that a Pennsylvania homeowner in the same arrangement does not. That is a question for your tax preparer and the actual agreement, not for a blog post.</p>
<h2 id="who-this-is-not-right-for">Who this is not right for</h2>
<p>Being straight about incentives means being straight about the projects that should not happen. Solar is probably not the right call this year if:</p>
<ul><li><strong>Your roof has less than about ten years left.</strong> The array has to come off and go back on, and you pay that labor twice. Deal with the roof first, or do both together so the flashing details are done once.</li><li><strong>Your site is heavily shaded and you are not open to a ground mount.</strong> Tree canopy through Pike, Sullivan and Wayne counties is not a rounding error.</li><li><strong>You were counting on the federal credit to make it viable.</strong> If the project only worked with that money, the honest answer is that it may not work now.</li><li><strong>You are moving in two or three years.</strong> Owned systems can add value, but the timeline matters, and a transferred lease or PPA can complicate a closing.</li><li><strong>You are being told to sign before a deadline.</strong> Every real deadline in this post is published by a government agency and you can read it yourself. Urgency that is not traceable to one of those is a sales tactic.</li></ul>
<h2 id="what-we-do-with-all-this">What we do with all this</h2>
<p>We build every proposal on what is in effect for your address, your state and your utility, and we mark which parts are settled and which are still in front of a commission. Where a number is a market forecast, we say so. Where a program is closed, we say it is closed, even when it costs us the job.</p>

      <title>New York Still Pays for Home Batteries: The NYSERDA Storage Incentive in Orange and Sullivan County</title>

      <content:encoded><![CDATA[<p>New York still pays a direct incentive for home battery storage. NYSERDA&#x27;s Residential Energy Storage Incentive is a fixed amount per kilowatt-hour of installed capacity, paid on up to 25 kilowatt-hours, and Orange and Sullivan County both sit in the Rest of State region. Three rules decide whether a project actually collects it: a NYSERDA Participating Contractor has to file the application, the application has to be in before the system is interconnected, and the rate steps down each time a regional block fills. There is no equivalent for a homeowner across the river in Pike County.</p>
<h2 id="what-the-nyserda-storage-incentive-actually-is">What the NYSERDA storage incentive actually is</h2>
<p>NYSERDA runs residential storage as a megawatt-hour block program. In the agency&#x27;s own description, it is &quot;a series of capacity-based funding blocks or segments, with incentive rates and funding amounts set for predetermined blocks that are subdivided by market segment and region.&quot; Translated: there is a pot of money for each region, it pays a published rate per kilowatt-hour, and when the pot empties the next one opens at a lower rate.</p>
<p>The mechanics that matter to a homeowner are short:</p>
<ul><li><strong>It is paid per kilowatt-hour of installed storage capacity</strong>, measured in AC based on the manufacturer&#x27;s usable energy at the start of system operation, on up to 25 kilowatt-hours. NYSERDA&#x27;s homeowner page also states the system must be sized 25 kilowatts or less.</li><li><strong>Standalone storage counts.</strong> So does storage paired with a solar array, new or existing. You do not have to buy panels to qualify.</li><li><strong>The rate is set by the block in effect when a complete application is submitted</strong>, not when the truck shows up and not when the system is switched on.</li><li><strong>It is first-come, first-served</strong>, tracked per region on a public dashboard.</li></ul>
<p>We are deliberately not printing a rate in this post. Rates change as blocks subscribe, and a number typed into a blog in July is a snapshot, not a quote. The current figure for your region lives on <a href="https://www.nyserda.ny.gov/All-Programs/Energy-Storage-Program/Developers-and-Contractors/Residential-and-Retail-Storage-Incentives" target="_blank" rel="noopener">NYSERDA&#x27;s residential incentive dashboard</a>, and the eligibility rules live on <a href="https://www.nyserda.ny.gov/All-Programs/Energy-Storage-Program/Energy-Storage-for-Your-Home/Residential-Energy-Storage-Incentives" target="_blank" rel="noopener">NYSERDA&#x27;s residential storage page</a>. Anyone who quotes you a rate without opening one of those two pages in front of you is working from memory.</p>
<h2 id="why-rest-of-state-is-the-phrase-that-matters-here">Why &quot;Rest of State&quot; is the phrase that matters here</h2>
<p>NYSERDA divides the storage program into four regions: New York City, Westchester, Long Island, and Rest of State. Orange and Sullivan County are Rest of State, along with Dutchess, Ulster, Greene and Putnam.</p>
<p>That has a consequence people miss. Rest of State is one shared pool covering everything outside the city, Westchester and the Island, so the block your Sullivan County project lands in is driven by statewide demand, including every battery installed around Rochester, Syracuse and Albany. Your neighbors are not the only ones filling the pot. That is a documented program mechanic and not a sales line, but it does mean the rate available in the fall is not automatically the rate available today.</p>

<h2 id="the-rules-that-quietly-disqualify-projects">The rules that quietly disqualify projects</h2>
<p>Most of NYSERDA&#x27;s eligibility list is what you would expect from a state program. A few items are not, and they are the ones that end projects. Straight from the <a href="https://www.nyserda.ny.gov/-/media/Project/Nyserda/Files/Programs/Energy-Storage/Residential-and-Retail-Energy-Storage-Program-Manual.pdf" target="_blank" rel="noopener">program manual</a>:</p>
<ol><li><strong>The system must be interconnected to the grid after NYSERDA receives the application.</strong> A system already interconnected before it is submitted is not eligible. If you buy a battery, get it energized, and then go looking for the rebate, you have already lost it. This single rule is why the sequencing conversation has to happen before anyone orders equipment.</li><li><strong>A Participating Contractor files it, not you.</strong> Applications are submitted through the NYSERDA Portal, must list both a Contractor and a Builder, and must be signed by the customer. There is no homeowner path.</li><li><strong>The equipment has to be listed and warranted.</strong> UL 9540 listing on the storage system, inverters approved by the utility you are interconnecting with, and a minimum ten-year system warranty on purchased systems.</li><li><strong>The system has to enroll in a qualifying utility load-management program</strong> where one is available. In our part of New York that means the Orange and Rockland Smart Savers program, required for applications submitted on or after May 1, 2026, or the NYSEG Energy Storage Solutions program, required for applications on or after April 1, 2026.</li><li><strong>One application per meter</strong>, and the meter has to be on a residential service classification.</li><li><strong>The system has to be placed in service by December 31, 2030.</strong></li></ol>
<p>There is also an Inclusive Storage Incentive: a separate, higher-rate statewide block for projects in Disadvantaged Communities or serving income-eligible households. It cannot be combined with the standard incentive, and eligibility is verified by NYSERDA from the project address and income documentation. Parts of Sullivan County qualify on the geographic test. It is worth asking about before anyone assumes the standard rate.</p>
<div class="callout"><p>Before you sign anything, ask the company quoting you to show you their current listing on <a href="https://www.nyserda.ny.gov/Contractors/Find-a-Contractor/Energy-Storage-Residential-Contractors" target="_blank" rel="noopener">NYSERDA&#x27;s Participating Contractor list for residential energy storage</a>, and check it yourself. It takes a minute and it is the single fastest way to tell whether a company can actually deliver what its ad copy implies. We will confirm in writing who is filing the NYSERDA application on your project before you commit to anything.</p></div>
<h2 id="what-we-would-actually-put-on-the-wall">What we would actually put on the wall</h2>
<p>Equipment selection follows the house, not the incentive. What changes in New York is that the listing and warranty requirements above are not optional, so the shortlist is narrower than it looks in a catalog.</p>
<p>We install and service <strong>EG4, Sol-Ark, SMA, SolarEdge, Sungrow, SunPower, APsmart, Generac, Enphase and Fortress Power</strong>. For a rural New York home with a deep well and a boiler, the conversation usually starts with a hybrid inverter, because it puts storage, solar and a generator input in one box and leaves a clean path to add capacity later. Where there is already an array on the roof, the existing inverter decides most of it, and sometimes the honest answer is that a retrofit onto old, undocumented equipment is not something we are willing to sign our name to. <p>One thing we say plainly every time: <strong>Solar Bear Energy does not service Tesla systems.</strong> Not Powerwall, not their inverters. If that is what you have, we are not your call, and you should know that before you spend an afternoon with us.</p>

<h2 id="the-local-wrinkle-two-counties-three-utilities">The local wrinkle: two counties, three utilities</h2>
<p>This is where a lot of otherwise-good advice falls apart. Orange and Sullivan County are not served by one utility. New York&#x27;s Department of Public Service lists <a href="https://dps.ny.gov/system/files/documents/2022/10/nys-electric-and-gas-utilities-by-county.pdf" target="_blank" rel="noopener">three electric utilities operating in each of them</a>, and the differences between them are operational, not cosmetic.</p>
<p><strong>Orange and Rockland Utilities</strong> covers most of western and southern Orange County. Its municipality list runs through Port Jervis, Deerpark, Middletown, Wallkill, Goshen, Chester, Monroe, Warwick and Tuxedo, and it reaches into Sullivan County as well. Port Jervis is across the bridge from our office, so this is the territory we know best. O&amp;R&#x27;s Smart Savers program is the load-management enrollment NYSERDA now requires for storage applications on those meters.</p>
<p><strong>Central Hudson</strong> covers the eastern side of Orange County toward Newburgh and the river, plus portions of Sullivan, Ulster and Dutchess.</p>
<p><strong>NYSEG</strong> operates in both counties as well, and it is the dominant electric utility across much of rural Sullivan.</p>
<p>Three utilities means three interconnection queues, three sets of documentation habits, and three different answers to &quot;which program do I have to enroll the battery in.&quot; The first thing we do on a New York site evaluation is confirm which one your meter is actually on, because that determines the paperwork more than the equipment does. If a company cannot tell you which utility serves your road, they have not done many jobs near you. <h2 id="battery-only-or-battery-with-an-array">Battery only, or battery with an array?</h2>
<p>Both qualify for the storage incentive. What differs is everything else attached to the decision.</p>

<p>Two rows there need explaining honestly, because they are the ones that get skipped in a sales pitch.</p>
<p><strong>Net metering.</strong> New York&#x27;s Phase One net metering credits exports at the full retail rate, and a residential system interconnected today locks those terms in for twenty years. That is genuinely favorable and it is the main reason pairing storage with a new array still pencils differently in New York than it does in Pennsylvania.</p>
<p><strong>The Customer Benefit Contribution.</strong> Solar customers in New York also pay a monthly charge based on the size of the installed solar system, set separately by each utility and <a href="https://www.nyserda.ny.gov/-/media/Project/Nyserda/Files/Programs/NY-Sun/2026-Utility-Published-Customer-Benefit-Contribution-Rates.pdf" target="_blank" rel="noopener">published annually by NYSERDA</a>. It is modest next to a typical electric bill, but it is real, it recurs, and any installer who does not put it in front of you is not showing you the whole picture. Standalone storage with no PV does not trigger it.</p>
<p>One more piece of the New York picture: the state&#x27;s Solar Energy System Equipment Credit, worth 25 percent of qualified solar energy system equipment expenditures up to a statutory cap, carried forward for as long as five years. Read the statute&#x27;s definition before you assume it covers a battery. It describes components &quot;utilizing solar radiation, which, when installed in a residence, produces energy designed to provide heating, cooling, hot water, or electricity.&quot; That is written around generation. We do not tell anyone a standalone battery qualifies for it, and we would want your tax preparer to read <a href="https://www.tax.ny.gov/pdf/current_forms/it/it255i.pdf" target="_blank" rel="noopener">the state&#x27;s own instructions</a> before you count on anything. Now that the residential federal credit is gone, the state-level picture is the whole picture, which is exactly why it is worth getting right. <h2 id="the-outage-case-which-is-the-real-reason-people-call">The outage case, which is the real reason people call</h2>
<p>Incentives get people to pick up the phone. Outages are why they follow through.</p>
<p>A rural home in Sullivan or western Orange County is usually on a well and a septic system. When the power drops, you lose water first, then the toilets, then the boiler controls, and the house becomes uninhabitable long before the food in the refrigerator goes bad. That is a very different failure than a suburb losing its lights.</p>
<p>Recent storms have made the point without help from us. One April nor&#x27;easter left roughly 8,700 NYSEG customers and about 2,300 Orange and Rockland customers in the dark in Sullivan County at the same time, with Central Hudson counting a few dozen more. One county, one storm, three utilities running three separate restorations.</p>
<p>Directly across the Delaware, PPL&#x27;s Fourth of July weekend storms this year knocked out more than 264,000 customers, drew more than 3,000 personnel, and produced more than 2,360 individual damage locations. PPL described it as one of the most impactful storm events in the company&#x27;s history, and it drew its largest restoration workforce since Hurricane Sandy in 2012. Weather in this corner of the map does not check which side of the river you live on.</p>
<p>We will not tell you how many hours a battery will run your house. Nobody can answer that without a load calculation and a look at your panel schedule, and the number changes completely depending on whether the electric range is inside the backup or outside it. What we will do is count the loads that make your house livable, size around those, and tell you plainly if the honest answer is a standby generator instead. <h2 id="who-this-is-not-right-for">Who this is not right for</h2>
<ul><li><strong>Homeowners in Pennsylvania and New Jersey.</strong> This is a New York State program funded by New York ratepayers. It stops at the state line. If you are in Milford, Dingmans Ferry, Shohola or Sussex County, your options are different, and we will tell you what they are instead of implying otherwise.</li><li><strong>Anyone who already interconnected a battery.</strong> The application must precede interconnection. There is no retroactive path.</li><li><strong>Houses on a nonresidential service classification.</strong> The residential incentive is not available to those meters, with a narrow exception for one-to-four-unit regulated affordable housing.</li><li><strong>Homes heated with electric resistance heat.</strong> Baseboard and electric furnaces are enormous loads. Backing up meaningful heat with storage in that scenario is not practical, and the incentive does not change that arithmetic.</li><li><strong>People shopping on price alone.</strong> We are a licensed contractor doing permitted, inspected work under a design we will still stand behind in a decade. That is not the least expensive way to buy a battery and we do not pretend it is.</li><li><strong>Anyone being told the rebate makes the project free.</strong> It does not. It reduces the cost of a real construction project. Treat any pitch built on the incentive rather than on your house with the suspicion it deserves.</li></ul>

<h2 id="what-a-site-evaluation-actually-gets-you">What a site evaluation actually gets you</h2>

A New York storage evaluation means someone walks the property, opens the panel, reads the meter, works out which utility your address is on, pulls up the current Rest of State block on the dashboard while you are standing there, and counts the loads that decide the design.</p>

      <title>Why Your Milford Electric Bill Went Up in 2026 — and What You Can Actually Control</title>

      <content:encoded><![CDATA[<p>Two separate increases landed on the same bill this year. On the supply side, Pike County Light &amp; Power&#x27;s price to compare rose 19.8 percent on June 1, 2026, the largest jump of any of Pennsylvania&#x27;s nine electric distribution companies. On the delivery side, a rate settlement the state approved in August 2025 had already raised PCL&amp;P&#x27;s distribution rates. PPL customers got a much smaller supply increase plus a separate distribution increase effective July 1. Then a hot summer multiplied all of it. Only some of that is yours to move.</p>
<h2 id="your-electric-bill-is-two-bills-stapled-together">Your electric bill is two bills stapled together</h2>
<p>Every Pennsylvania electric bill splits into two halves that have almost nothing to do with each other.</p>
<p><strong>Supply</strong>, also called generation, is the actual electricity. It is quoted in cents per kilowatt-hour, and the utility&#x27;s default rate for it is called the <strong>price to compare</strong>. You are allowed to buy this from someone else. It resets on a schedule set by the state, not by the utility&#x27;s own discretion.</p>
<p><strong>Delivery</strong>, also called distribution, is the poles, the wires, the transformers, the substations, the trucks, and the people. It includes a fixed monthly customer charge you pay even in a month you use nothing. You cannot shop it, switch it, or opt out of it. It changes only when the Pennsylvania Public Utility Commission decides a rate case.</p>
<p>Most of the confusion we hear on the phone comes from people comparing one half to the other. A neighbor&#x27;s supplier offer and your utility&#x27;s delivery increase are not the same animal, and a good deal on one does nothing about the other.</p>
<h2 id="what-actually-changed-for-pike-county-light-and-power-customers">What actually changed for Pike County Light &amp; Power customers</h2>
<p>PCL&amp;P is small. It serves roughly 5,350 electric customers across Milford Borough, Milford Township, Westfall Township, Matamoras Borough, Millrift, Pond Eddy, and the northeast corner of Dingman Township. Two things happened, about nine months apart.</p>
<p><strong>The delivery half moved first.</strong> On August 28, 2025 the PUC approved a distribution rate settlement raising PCL&amp;P&#x27;s annual electric distribution revenue by 21.6 percent, which the Commission described as raising the average residential monthly bill by 5.7 percent. That is <a href="https://www.puc.pa.gov/press-release/2025/puc-approves-rate-case-settlements-with-pike-county-light-power-for-electric-and-natural-gas-distribution-services-8-28-25" target="_blank" rel="noopener">the settlement docketed at R-2024-3052359</a>.</p>
<p><strong>The supply half moved second, and harder.</strong> On June 1, 2026 the residential price to compare went from 11.21 cents to 13.43 cents per kilowatt-hour, an increase of 19.8 percent. That was the largest of the nine Pennsylvania electric distribution companies, by a wide margin, per <a href="https://www.puc.pa.gov/press-release/2026/puc-alerts-consumers-to-june-1-electric-price-changes-and-higher-summer-energy-costs-5-20-26" target="_blank" rel="noopener">the PUC&#x27;s June 1 price change alert</a>.</p>
<p>Here is how that compares to the two utilities on the other side of the county line and down in the Poconos:</p>

<p>One note if you go looking for that number yourself. When we checked in late July 2026, the public price-to-compare table on PCL&amp;P&#x27;s own website still ended in 2016. Use <a href="https://www.papowerswitch.com" target="_blank" rel="noopener">PA PowerSwitch</a>, which is the PUC&#x27;s own shopping site, or read the price to compare printed on your own bill.</p>
<h2 id="why-milford-s-supply-price-moves-differently-than-ppl-s">Why Milford&#x27;s supply price moves differently than PPL&#x27;s</h2>
<p>This is the part almost nobody outside the county knows, and it is the whole explanation.</p>
<p><strong>Pike County Light &amp; Power does not buy its power from PJM.</strong> Its system is physically fed from New York. In its own reliability filing with the PUC, the company describes a service territory fed by two 34.5 kV feeders originating at Orange and Rockland Utilities&#x27; Deerpark substation in New York, with Matamoras served from the Matamoras substation and a backup tie to Orange and Rockland&#x27;s Port Jervis substation, and the western portion of the territory on a radial feed. PCL&amp;P owns no transmission facilities of its own. The company has said it buys its default supply through the New York wholesale market and that it is studying a move to the PJM grid.</p>
<p>That is why the same June 1 headline produced 19.8 percent in Milford and 1.5 percent in Hawley. Different wholesale market, different supply portfolio, different exposure.</p>
<p>The structure of the charge matters too. PCL&amp;P&#x27;s default service charge is built from two pieces: a market price of electric supply based on a six-month forecast of supply costs, and a separate adjustment charge that reconciles what the company over-collected or under-collected in the prior six-month period. A rough stretch can therefore reach your rate twice, once in the forecast and once in the catch-up.</p>
<p>The practical consequence for a homeowner: <strong>the next scheduled change is December 1.</strong> Pennsylvania default service prices reset June 1 and December 1. Nothing on the supply half of your bill moves before then unless you move it.</p>
<h2 id="and-why-ppl-and-met-ed-went-up-too">And why PPL and Met-Ed went up too</h2>
<p>If your address is in Dingmans Ferry, Shohola, Lackawaxen, Blooming Grove or the rest of PPL&#x27;s Pike County territory, or on Met-Ed down in the Poconos, the pressure is coming from a different direction: PJM&#x27;s capacity market.</p>
<p>Capacity is what generators get paid simply to be available on the worst day of the year, separate from the energy they actually produce. It is a real component of what you pay for supply, and it has been going one way. PJM&#x27;s capacity auctions have now cleared at the federally approved price cap three years running, and <a href="https://insidelines.pjm.com/pjm-capacity-auction-procures-138318-mw-of-generation-resources-as-work-continues-to-address-growing-electricity-demand/" target="_blank" rel="noopener">the most recent auction, announced July 14, 2026</a>, fell 6,831 MW short of PJM&#x27;s own reliability requirement. It was the second consecutive year the region came up short. PJM attributes the pressure to load growth, much of it data centers, arriving faster than new generation.</p>
<p>PPL&#x27;s delivery side moved separately. On June 4, 2026 the PUC cut PPL&#x27;s distribution request down substantially and approved an increase that raises the average residential bill 4.9 percent for service rendered on and after July 1, 2026, along with a two-year stay-out before PPL can file again. That decision is <a href="https://www.puc.pa.gov/press-release/2026/puc-issues-decision-in-ppl-electric-rate-proceeding-06042026" target="_blank" rel="noopener">Docket R-2025-3057164</a>.</p>
<p>None of this is a Milford problem or a Pike County problem. It is a thirteen-state problem, and it will not be argued away by switching suppliers.</p>

<h2 id="the-part-the-puc-wants-you-to-notice-how-much-you-use">The part the PUC wants you to notice: how much you use</h2>
<p>Along with the June 1 numbers, the Commission made a point that gets lost in the rate coverage. Bills are, in its words, influenced by two major factors: the market price of electricity and the amount of electricity used during periods of hot weather. In a Pike County July, the second factor usually moves the bill more than the first.</p>
<p>What that looks like in the housing stock around here specifically:</p>
<ul><li><strong>Older houses in Milford and Matamoras boroughs</strong> with electric resistance baseboard, window units, or a heat pump well past its service life. Resistance heat and old cooling equipment are the two biggest swing loads we find.</li><li><strong>Damp basements and crawlspaces.</strong> A dehumidifier running continuously from June through September is a large, invisible load that almost nobody counts.</li><li><strong>River and lake cabins converted to year-round use</strong>, where the envelope was never built for it and the heating system was chosen for a summer weekend.</li><li><strong>Well pumps, septic pumps and pool equipment</strong>, which run on their own schedule regardless of what the rate did.</li><li><strong>Second homes left conditioned all week</strong> for two days of occupancy.</li></ul>

<p>This is why <a href="https://solarbearenergy.com/services.html">our services page</a> is not just a solar page. On plenty of houses around here the largest single available change is a properly sized cold-climate heat pump replacing resistance heat, or air sealing a rim joist, not another kilowatt of modules.</p>
<h2 id="which-parts-of-your-bill-you-can-actually-move">Which parts of your bill you can actually move</h2>

<p>Read that table in order. The kilowatt-hours line is the one at the bottom and it is the one you have the most authority over, which is the opposite of how most people prioritize.</p>
<p><strong>Shopping the supply half</strong> is worth doing, with your eyes open. Competitive offers on PA PowerSwitch are real, but read the term: introductory rates that roll to a variable rate, early cancellation fees, and the fact that the price to compare itself changes twice a year, so a fixed offer that beats it in July may not in December. Shopping changes the supply half only. Your delivery charges are identical either way.</p>
<p><strong>Generating some of it yourself</strong> works through Pennsylvania&#x27;s net metering rules, which require electric distribution companies to net residential customer-generator systems up to 50 kW at the full retail rate. That is the mechanism that matters: a kilowatt-hour you produce and use is a kilowatt-hour you do not buy, including the delivery charges on it. Excess you export is credited, and any leftover at the end of the annual period is trued up at the price to compare rather than at retail, which is one honest argument against oversizing an array. Pennsylvania also has an alternative energy credit market that solar owners can participate in. <p>If ownership is not the right structure for your household, <a href="https://solarbearenergy.com/ownership-vs-ppa.html">the difference between owning a system and a lease or PPA</a> is a separate conversation worth having before anyone talks about equipment.</p>
<h2 id="where-solar-honestly-fits-and-where-it-does-not">Where solar honestly fits, and where it does not</h2>
<p>Plainly, so nobody is surprised later:</p>
<ul><li>Solar reduces the kilowatt-hours you buy. It does not delete the fixed monthly customer charge, and it does not exempt the power you still import from the next distribution rate case.</li><li>Because net metering credits at retail, a system&#x27;s value rises when retail rates rise. That cuts both ways, and it is the actual mechanism rather than a promise.</li><li>Production is seasonal. A December in Pike County is not a June. A system is sized to a twelve-month usage profile, not to a summer bill.</li><li>A battery does not lower your rate here. It answers outages. On the radial sections of the PCL&amp;P system, and out in PPL territory where the canopy is heaviest, that is a real conversation, but it is a reliability decision. <h2 id="who-this-is-not-right-for">Who this is not right for</h2>
<p>This is the section most solar pages leave out.</p>
<ul><li><strong>Heavily shaded lots.</strong> Pike County&#x27;s mature hardwood canopy is the single most common reason we tell a homeowner no. A ground mount in a clearing sometimes solves it and sometimes does not, and the honest version of that answer comes from standing on the property.</li><li><strong>A roof near the end of its life</strong>, unless the roof is being addressed first. Setting a twenty-five year array on decking with five years left in it means paying to remove and reset it later.</li><li><strong>Anyone selling within a year or two.</strong></li><li><strong>Very low usage</strong>, such as a seasonal cabin used a few weekends a year. There is not enough consumption there for the arithmetic to be interesting.</li><li><strong>Tesla owners.</strong> Solar Bear Energy does not service Tesla systems, including Powerwall. If that is what is on your house, you need a Tesla-certified company, and we will say so rather than take the appointment.</li><li><strong>Households whose real pain is the gas bill.</strong> Phase 2 of PCL&amp;P&#x27;s approved natural gas increase takes effect October 15, 2026, adding 12.7 percent for a typical residential heating customer on top of the 20.4 percent that landed in October 2025. That affects roughly 1,400 gas customers in Matamoras Borough and part of Westfall Township. Solar does not touch a gas bill. Insulation, air sealing and heating equipment do.</li></ul>
<h2 id="the-local-wrinkle-what-a-very-small-utility-means-for-your-project">The local wrinkle: what a very small utility means for your project</h2>
<p>If you do decide to put a system on the roof, the utility you are on changes the paperwork more than most people expect.</p>
<p>PCL&amp;P serves about the number of customers a single subdivision holds in other parts of the state, and it does not process the volume of interconnection applications PPL does. Its territory is a leftover of Orange and Rockland&#x27;s system, sold out of Orange and Rockland in 2016 and since passed to other owners, which is why Milford and Matamoras sit on a different utility than the rest of Pike County and why the wires above your street connect to New York. We confirm current interconnection requirements with them project by project rather than assuming last year&#x27;s answer still applies.</p>

<p>The permitting side is separate again, and local. Milford Borough, Matamoras Borough, Westfall Township, Milford Township and Dingman Township each run their own review, and Milford&#x27;s older housing stock brings its own questions about decking and about how visible an array will be. <h2 id="what-to-do-this-week-whether-or-not-you-ever-call-us">What to do this week, whether or not you ever call us</h2>
<ol><li>Pull out your bill and physically find the two halves. Supply on one side, delivery on the other. Note which one grew.</li><li>Find the price to compare printed on the bill, then look at what competitive suppliers are offering for your utility on PA PowerSwitch. Read the contract terms, not the headline rate.</li><li>Pull twelve months of kilowatt-hours, not one month. A single July bill tells you about July.</li><li>Walk the house for the loads nobody counts: the dehumidifier, the second refrigerator in the garage, the resistance baseboard in the addition, the pool pump schedule.</li><li>If you are on PCL&amp;P gas in Matamoras or Westfall, put October 15 on the calendar now rather than being surprised by it.</li></ol>
<p>Then, if it is worth a real look, get someone on the roof. A site evaluation is the only way to answer what a specific roof, a specific tree line and a specific usage profile would actually offset. We will give you that answer straight, including when it is no.</p>]]></content:encoded>

      <title>The Equipment We Install (and What We Don&#x27;t)</title>

      <content:encoded><![CDATA[<p>We install and service equipment from EG4, Sol-Ark, SMA, SolarEdge, Sungrow, SunPower, APsmart, Generac, Enphase and Fortress Power. Which of those ends up on your house is decided by the roof, the shading, the electrical service, and whether backup power is in scope — not by which brand we happen to like. We do not service Tesla systems, and we say so before anyone spends time on a quote. Below is what each piece of that list is for, in plain language.</p>
<h2 id="inverters-the-part-that-actually-decides-the-design">Inverters — the part that actually decides the design</h2>
<p>The inverter is the brain. It converts the array&#x27;s DC output to household AC, handles rapid shutdown and safety functions, and — if it is a hybrid — manages a battery and the transition into and out of an outage.</p>
<p><strong>Sol-Ark</strong> builds hybrid inverters. Their appeal is that storage, solar and generator input are handled in one box, which keeps the equipment wall simpler and gives you a clean path to add a battery later. On houses in outage-prone areas this is frequently where we start.</p>
<p><strong>SolarEdge</strong> pairs a string inverter with per-module power optimizers. That matters on roofs with real shading or multiple planes, because a shaded module drags down less of the string. Tree canopy is not hypothetical in Pike, Wayne and Sullivan counties, so this comes up often.</p>
<p><strong>SMA</strong> has been building inverters longer than most of this industry has existed. Where the priority is a straightforward, robust, well-documented string inverter with a long service history behind it, that longevity is the argument.</p>
<p><strong>Sungrow</strong> and <strong>EG4</strong> both make inverters and storage. EG4 in particular has become a practical choice for hybrid and off-grid-leaning builds — cabins, outbuildings, properties at the end of a long line.</p>

<p><strong>Enphase</strong> takes the opposite approach with microinverters — conversion happens at each module instead of in one central box. It is a good answer for complex roofs and for homeowners who want per-module visibility.</p>
<h2 id="storage">Storage</h2>
<p><strong>Fortress Power</strong>, <strong>EG4</strong>, <strong>Enphase</strong> and <strong>Generac</strong> all make residential storage we install. The selection follows the same logic every time: what loads are being backed up, whether the battery has to live in conditioned space, whether there is existing solar to integrate with, and what the recharge path looks like in January. <p><strong>Generac</strong> is also the standby generator side of the conversation. For some houses up here — heavy well pumps, propane already on site, multi-day winter outages — a generator or a hybrid inverter with a generator input is the more honest recommendation than storage alone.</p>
<h2 id="modules-and-rapid-shutdown">Modules and rapid shutdown</h2>
<p><strong>SunPower</strong> modules remain a premium option where efficiency per square foot matters, which is most relevant on roofs where usable area is the binding constraint rather than budget.</p>
<p><strong>APsmart</strong> makes the rapid shutdown devices that let a string system meet NEC module-level shutdown requirements. It is unglamorous hardware that inspectors look for and homeowners never think about, which is exactly why it belongs on the list.</p>

<h2 id="what-we-do-not-service">What we do not service</h2>
<p><strong>Solar Bear Energy does not service Tesla systems.</strong> Not Powerwall, not their inverters. This is not a swipe at the product — it is that we are not their service channel, we do not stock their parts, and taking a Tesla service call would mean learning on your house. If you have Tesla equipment we will tell you that in the first phone call and point you somewhere useful.</p>
<p>We are also cautious about retrofitting storage onto systems installed by others when the original inverter is old, undocumented, or was never designed with a battery in mind. Sometimes the answer is yes. Sometimes the answer is that bolting new equipment onto it would create a system nobody can support properly. We would rather lose that job than hand you an orphan.</p>
<h2 id="why-any-of-this-matters-to-you">Why any of this matters to you</h2>
<p>There are two questions worth asking every company that quotes your house:</p>
<ol><li><strong>Which of these do you actually stock and service</strong> — not &quot;can order,&quot; but have in the van and have replaced under warranty.</li><li><strong>What do you refuse to work on?</strong> A company with no answer to that has not thought carefully about where it is good.</li></ol>
<p>Equipment brands are not a personality. They are a set of tradeoffs against your roof, your shading, your panel, and how you want the house to behave when the power goes out. That is the conversation to have — and it is the one we start with on <a href="https://solarbearenergy.com/services.html">every service we offer</a>, from solar and storage through roofing, HVAC and ADT security.</p>

      <title>What Happens Between Signing and Switch-On</title>

      <content:encoded><![CDATA[<p>A residential solar project runs in five stages: design and site survey, permitting with your municipality, installation, municipal inspection, then utility interconnection and permission to operate. The crew work — the part everyone pictures — is typically one to three days. Almost all of the calendar sits in the two queues on either side of it: your township&#x27;s plan review and your utility&#x27;s interconnection review. Neither one moves on your installer&#x27;s schedule, and any company that promises you a switch-on date at signing is telling you what you want to hear.</p>
<h2 id="stage-one-site-survey-and-design">Stage one: site survey and design</h2>
<p>Nothing accurate can be quoted from satellite imagery alone. A real survey means someone on the roof and someone at the panel.</p>
<p>What we are actually looking at:</p>
<ul><li><strong>The roof.</strong> Material, age, decking condition, rafter spacing, penetrations, and whether there is anything under the shingles we would rather find now than in the middle of an install.</li><li><strong>The electrical service.</strong> Panel size, bus rating, main breaker, available spaces, and whether the service can accept the interconnection without an upgrade. This one changes projects.</li><li><strong>Shading.</strong> Tree canopy on this side of the Delaware is real, and it moves seasonally. A neighbour&#x27;s tulip poplar is a design input.</li><li><strong>Where equipment goes.</strong> Inverter, disconnect, and, if there is storage, <a href="https://solarbearenergy.com/blog/battery-backup-poconos-guide">where the battery physically lives</a>.</li></ul>
<p>Out of that comes a stamped set of drawings: a site plan, an electrical one-line, panel and inverter datasheets, and structural details. That package is what gets submitted — and its quality is why some plan reviews come back clean and others come back with comments.</p>
<h2 id="stage-two-the-permit-and-the-ahj-that-reviews-it">Stage two: the permit, and the AHJ that reviews it</h2>
<p>Your Authority Having Jurisdiction is whoever issues building and electrical permits where the house sits — a Pike County township, Milford Borough, a New York town, a New Jersey municipality. Each one has its own submission format, its own third-party plan reviewer in some cases, and its own inspector with his own habits.</p>
<p>Two honest observations from working across three states:</p>
<p><strong>Every office is different, and the difference is process, not attitude.</strong> One township wants a paper set and a check. Another wants a portal upload. One reviews in-house in a week; another sends to a third-party reviewer and comes back with comments. None of that is a problem — it is only a problem when your installer does not know which one you are in.</p>
<p><strong>Comments are normal.</strong> A plan review comment is not a failure. It usually means the reviewer wants a detail called out more explicitly. What matters is turnaround: whether your contractor answers it the same week or lets it sit.</p>

<p>We pull the permits. That is our job and our paperwork. If a company asks you to pull your own homeowner permit for a solar installation, treat it as the warning it is.</p>

<h2 id="stage-three-the-install">Stage three: the install</h2>
<p>This is the visible part and the shortest part. A typical residential roof mount runs one to three days depending on array size, roof complexity, and whether storage or a service upgrade is in scope.</p>
<p>What a good install day looks like from the ground: the crew shows up when they said, the roof is protected, penetrations are flashed properly as they go rather than sealed with a tube of caulk at the end, conduit runs are planned before anything is drilled, and the site is left clean each evening.</p>
<p>What it looks like from a code perspective: rapid shutdown equipment where required, correct labelling, proper conductor management, and a wiring layout the next electrician can read. We install <a href="https://solarbearenergy.com/services.html">the equipment listed on our services page</a> and we wire it so that the person who opens that panel in fifteen years can understand what happened.</p>
<h2 id="stage-four-municipal-inspection">Stage four: municipal inspection</h2>
<p>After the install, the AHJ inspects. Electrical inspection nearly always; building inspection depending on the jurisdiction and the mounting.</p>
<p>The system does not get energized before that inspection passes. This is worth stating plainly because customers occasionally ask us to flip it on early — it is finished, it is sunny, and the panels are right there. The answer is no. An energized unapproved system is a liability problem for you and a license problem for us.</p>
<p>If the inspector writes a correction, we fix it and call for re-inspection. That is a normal part of construction.</p>
<h2 id="stage-five-interconnection-and-permission-to-operate">Stage five: interconnection and permission to operate</h2>
<p>Now the utility. In our service area that is generally <strong>PPL</strong> or <strong>Met-Ed</strong> in Pennsylvania, <strong>Orange &amp; Rockland</strong> or <strong>NYSEG</strong> in New York, and <strong>JCP&amp;L</strong> in New Jersey — with the specific one determined by your address, sometimes surprising people whose neighbours are on a different one.</p>
<p>The general sequence is the same everywhere: an interconnection application submitted with the design, a utility review, a signed interconnection agreement, occasionally a meter exchange, and finally written <strong>permission to operate</strong>. Until that PTO arrives, the system stays off.</p>
<p>Timelines, documentation requirements, and how much engineering review a project draws vary by utility, by system size, by whether storage is included, and by how loaded their queue is that season. They also change. We confirm the current requirements for your address before quoting rather than repeating what was true last year.</p>
<p>Two things reliably add time here, and both are worth knowing before you sign:</p>
<ol><li><strong>A service or meter upgrade.</strong> If the existing service cannot accept the interconnection, that work has to be coordinated with the utility and it has its own schedule.</li><li><strong>Storage in the scope.</strong> Systems with batteries carry additional documentation nearly everywhere. It is not a reason to skip storage — it is a reason to start the paperwork early.</li></ol>
<h2 id="the-thing-that-most-often-has-to-happen-first-the-roof">The thing that most often has to happen first: the roof</h2>
<p>A solar array is a twenty-five year piece of equipment fastened to a roof that may not have twenty-five years left in it. If the decking is soft, the shingles are at the end of their life, or the flashing around a chimney or valley is already failing, that work belongs before the array — not after.</p>
<p>The reason is purely practical. Removing an installed array, replacing the roof underneath it, and resetting the system is real labour that you pay for a second time, and it is entirely avoidable by looking honestly at the roof during the site survey. Around here we see it most often on older Milford-area homes and on cabins where a previous owner deferred a roof for a decade.</p>
<p>This is also why we do roofing ourselves rather than subcontracting it out and hoping the sequencing works. When one company owns both trades, the roof goes on, the flashing details are done the way the array wants them done, and the mounts land where the structure actually is. When it is split across two contractors, the schedule tends to be where the argument happens.</p>
<p>If your roof is a question mark, say so early. It changes the order of operations, not the outcome.</p>
<h2 id="so-what-should-you-actually-ask-an-installer">So what should you actually ask an installer?</h2>
<p>Five questions, and the answers tell you most of what you need to know:</p>
<ol><li>Who pulls the permit, and whose license is on it?</li><li>Which utility is my address on, and what have you seen from them recently?</li><li>What is your roof condition assessment, in writing?</li><li>What happens if the plan reviewer sends comments — who handles that and how fast?</li><li>What is the sequence, and at which step does the system actually turn on?</li></ol>
<p>A company that has genuinely worked in your township will answer all five without hedging. A company that has not will talk about the install date instead.</p>
<h2 id="where-the-honesty-is">Where the honesty is</h2>
<p>We will not give you a switch-on date at signing, because it is not ours to give. What we will give you is the sequence, the name of the office reviewing it, and a call when each stage moves. If that sounds slower than what someone else promised you, compare the promises carefully — most of the difference is in what is being claimed about queues nobody controls.</p>

      <content:encoded><![CDATA[<p>Battery backup earns its place in the Poconos when outages are frequent, long, and cold. It is rarely about the electricity itself — it is about the well pump, the boiler controls, and the septic pump all stopping at once in February. A battery sized around those specific loads keeps a house livable through a multi-day winter outage with no fuel delivery and no extension cords. If your power goes out twice a year for two hours, a battery is a comfort purchase, and we would rather say that than sell you one.</p>
<h2 id="what-a-home-battery-actually-does-when-the-grid-goes-down">What a home battery actually does when the grid goes down</h2>
<p>A grid-tied solar array without storage shuts off the moment the utility drops. That surprises people every single winter. It is not a defect — it is anti-islanding protection, required so your system cannot backfeed a line that a lineman is working on.</p>
<p>Storage changes the picture by adding two things: a battery to hold energy, and a device that physically disconnects your house from the utility so the system can safely energize your own wiring. Depending on the equipment, that device is built into a hybrid inverter or lives in a separate system controller next to it. Once the house is islanded, the array can come back up and run your loads and recharge the battery while the grid is still down.</p>
<p>That is the whole trick. Everything else — how many kilowatt-hours, which brand, where the box goes — is engineering downstream of that one idea.</p>
<h2 id="which-loads-actually-matter-in-a-poconos-winter">Which loads actually matter in a Poconos winter</h2>
<p>Most homes up here are not trying to run normally during an outage. They are trying to stay habitable. In our experience the list that matters is short and it is not the list people expect:</p>
<ul><li><strong>The well pump.</strong> A deep-well submersible is the single hardest load in most rural homes on this side of the Delaware. No pump means no water, no toilets, and no boiler make-up water.</li><li><strong>Heating controls and circulators.</strong> An oil or propane boiler burns fuel you already have in the tank, but it will not fire without power for the controls, the circulator pumps, and the zone valves.</li><li><strong>The septic pump</strong>, if the system has a pump chamber. Plenty of Pike and Wayne County properties do.</li><li><strong>Refrigeration.</strong> One refrigerator, sometimes a chest freezer with a season of venison in it.</li><li><strong>A handful of receptacles and lights</strong>, internet and cell booster, and any medical equipment in the house.</li></ul>
<p>That set of loads is small. It is also spiky — the well pump surges hard on start, and the surge, not the running watts, is what decides whether a given inverter can carry it.</p>

<h3 id="whole-home-versus-a-critical-loads-panel">Whole-home versus a critical loads panel</h3>
<p>There are two ways to wire this. A <strong>critical loads panel</strong> is a small subpanel holding only the circuits above; during an outage everything else stays dark. <strong>Whole-home backup</strong> keeps the entire service energized and relies on the equipment plus your own discipline to avoid overloading it.</p>
<p>Whole-home is what everyone asks for. A critical loads panel is what we recommend far more often, because it makes the outage predictable. You know exactly what runs. Nobody discovers at 2 a.m. that the electric range drained the battery.</p>
<h2 id="how-we-size-a-battery-for-a-house-that-loses-power-in-winter">How we size a battery for a house that loses power in winter</h2>
<p>We do not start from your electric bill. The bill tells us about annual consumption, which is the right input for sizing an array and the wrong input for sizing backup.</p>
<p>For backup we start from three things:</p>
<ol><li><strong>Your actual outage history.</strong> How often, how long, what time of year. Utility outage maps and your own memory are both useful here.</li><li><strong>The panel schedule.</strong> What is in the panel, what is 240-volt, what is a motor load, what surges.</li><li><strong>The recharge path.</strong> This is the one people skip.</li></ol>
<p>That third item is where Poconos winters get honest. A January outage comes with short days, low sun angle, and frequently a layer of snow or ice on the array. A battery that can only recharge from the roof may not recover meaningfully between one evening and the next. That is the situation where either a bigger battery, a generator input on a hybrid inverter, or a plain admission that this house wants a generator is the right answer.</p>
<h2 id="battery-standby-generator-or-both">Battery, standby generator, or both?</h2>
<p>There is no universal winner. There is a right answer per house.</p>

<p>Read that table twice. A battery is quiet, maintenance-light, and useful 365 days a year. A generator does not care how long the outage lasts or whether the sun comes up. Homes with heavy motor loads, a large propane tank already on site, and a history of long winter outages are often better served by a generator — or by a hybrid inverter with a generator input, which is a combination we install regularly.</p>
<p>We install <a href="https://solarbearenergy.com/services.html">both sides of that decision</a>, which is exactly why we are willing to talk you out of either one.</p>

<h2 id="who-battery-backup-is-not-right-for">Who battery backup is not right for</h2>
<p>This is the section other companies leave out.</p>
<ul><li><strong>Homes with short, rare outages.</strong> If the lights blink twice a year, storage is a comfort item. Buy it because you want it, not because someone framed it as protection.</li><li><strong>Houses heated with electric resistance heat.</strong> Baseboard and electric furnaces are enormous loads. Backing up meaningful heat with a battery in that scenario is not practical, and anyone telling you otherwise has not run the numbers.</li><li><strong>Properties about to change hands.</strong> If you are selling within a year or two, the disruption rarely makes sense.</li><li><strong>Unconditioned outbuildings as the equipment location.</strong> Lithium batteries have operating temperature ranges, and an unheated detached garage in Pike County in January sits outside them. Equipment location is part of the design, not an afterthought.</li><li><strong>Anyone shopping purely on price.</strong> We are not the cheap option and we do not pretend to be. Our work is priced like the work of a licensed contractor who will still be answering the phone in ten years.</li></ul>
<h2 id="the-local-wrinkle-your-utility-your-township-and-where-the-box-goes">The local wrinkle: your utility, your township, and where the box goes</h2>
<p>Three things decide the shape of a storage project around here, and none of them are the battery.</p>
<p><strong>Your utility.</strong> Across our service area that is usually PPL or Met-Ed in Pennsylvania, Orange &amp; Rockland or NYSEG in New York, and JCP&amp;L in New Jersey. Their interconnection paperwork, their required documentation for storage, and their queue times are all different from one another, and they change. We confirm the current requirements for your specific address and rate before we put a design in front of you rather than quoting from memory.</p>
<p><strong>Your AHJ.</strong> Pike County townships, Milford Borough, and the New York and New Jersey municipalities we work in each have their own plan review habits, their own inspector, and their own adopted code cycle. Energy storage sits under NEC Article 706 and, where adopted, NFPA 855, and equipment is expected to be listed to UL 9540. What that means in practice is that clearances, the location of the disconnect, and whether a battery may live in finished interior space are decided by your inspector&#x27;s adopted code — not by a brochure.</p>
<p><strong>Where the equipment physically goes.</strong> Wall space near the service panel, an interior wall in conditioned space, garage clearances, and the run back to the meter all shape the drawing. This is why we walk the basement before we quote. It is also why the two photos in this post look so different from each other: one is finished space, one is not, and the layout followed the house.</p>

<h2 id="what-we-install-and-what-we-will-not-touch">What we install, and what we will not touch</h2>
<p>We install and service equipment from <strong>EG4, Sol-Ark, SMA, SolarEdge, Sungrow, SunPower, APsmart, Generac, Enphase and Fortress Power</strong>. Which of those ends up on your wall depends on the loads, the recharge path, whether there is existing solar to integrate with, and whether you want a generator in the mix.</p>
<p>One thing we say plainly, because people ask every week: <strong>Solar Bear Energy does not service Tesla systems.</strong> If you have a Powerwall or a Tesla inverter, we are not the right call for it, and we will point you elsewhere rather than take the job and learn on your house.</p>
